To:

House of Representatives,

As Nepal advances its digital transformation, citizens increasingly rely on government websites and official social media platforms to access public information and services. These digital platforms should be reliable, accessible, secure, and user-friendly. However, many government websites remain outdated, with broken links, poor navigation, and inconsistent Nepali-English content. At the same time, official social media platforms are often fragmented, inconsistently managed, and lack standard operating procedures, limiting their effectiveness in communicating with the public.

Recognising these challenges, I have been advocating for a more citizen-centred approach to digital governance. Through parliamentary intervention and stakeholder engagement, I have called for stronger digital infrastructure, improved accessibility, verified official communication channels, and better institutional management to ensure that government information and services are timely, inclusive, and easy to access.

Recommendations:

  1. Conduct a comprehensive review and phased improvement of government websites.
  2. Modernise government digital platforms to improve usability, security, and accessibility.
  3. Verify official social media accounts of all government ministries and agencies.
  4. Establish Standard Operating Procedures (SOPs) for managing government digital platforms.
  5. Improve the quality and consistency of Nepali and English content across government platforms.
  6. Ensure digital platforms are accessible to persons with disabilities and designed around citizens' needs.
  7. Strengthen institutional ownership and accountability for official digital communication.
