Federal Parliament of Nepal,

Nepal's film industry is undergoing rapid transformation with the growth of digital platforms, changing audience preferences, and new modes of content distribution. However, the existing legal framework has not kept pace with these developments, creating regulatory gaps and limiting the sector's long-term growth.

During the thematic discussion on the Film Bill, I highlighted the importance of establishing a modern legal framework that supports creativity, innovation, and the sustainable development of Nepal's film industry. I emphasised the need for transparent governance, clear regulatory standards, and policies that respond to the opportunities and challenges of the digital era.

Key Recommendations:

  1. Clearly define the scope and categories of films under the law.
  2. Ensure transparent and merit-based appointments to the Film Development Board.
  3. Develop a dedicated regulatory framework for OTT and digital streaming platforms.
  4. Introduce clear and transparent content classification and review guidelines.
  5. Establish a Film Fund to support the sustainable growth of Nepal's film industry.
